Create folder for new year

Create .css file with new color for the year, save in new year folder

Create folders within that folder:

 - adjudication
 - email
 - es_honors
 - es_mass
 - mid_state
 - minutes
 - misc
 - ms_honors
 - ms_mass
 - pictures
 - solo_ensemble
 - state_adjudication
 
Create index.htm in each folder

When all is done, move css file into root folder
